2025 Board Election - May 6th, 2025

Absentee ballots can be requested from the DEO until April 29th.

The regular election of the District shall be held on Tuesday, May 6, 2025, during the hours of 7:00 a.m. and 7:00 p.m.  The Board of Directors of the District has designated the following polling place:

The Fire District is managed by a five member Board of Directors. Directors are elected through District-wide elections every odd year (2025, 2027, etc). Terms are four years* in length, and the Directors have a two term limit.

Scott has lived in Estes Park most of his life, having graduated from Estes Park High School. Scott graduated Summa Cum Laude with a BS Degree in Fire and Emergency Services Administration from Colorado State University.

Scott’s career in the fire service spanned 33 years, initially serving as a volunteer firefighter with the Estes Park Volunteer Fire Department. He was among the first firefighters in the department to receive a Colorado State Firefighter Certification. He was also among the department’s first EMTs and helped establish the Dive Rescue Team. During his time as a volunteer firefighter, Scott was appointed as Safety Officer, Training Officer, and was elected as an Assistant Fire Chief and later as the volunteer Fire Chief.

In 1996, Scott was chosen from a field of candidates to become the first paid Fire Chief for the Town of Estes Park. He was instrumental in establishing the Estes Valley Fire Protection District and was hired as the first Fire Chief for the District, a position he held until his retirement in 2016. Upon his retirement, Colorado Governor John Hickenlooper issued a proclamation, declaring July 2, 2016, as Chief Scott Dorman Day, “in recognition of his significant contribution to the professionalism of the Colorado fire service and his distinguished service to the people of Colorado.”

During Scott’s tenure as Fire Chief, he oversaw the growth of the department, he expanded personnel to include paid staff positions of a full-time training officer, a Fire Marshall, and an Administrative Assistant. Scott initiated the adoption process of the International Fire Code by both the Town of Estes Park and the Fire District.

Continuing his commitment to the community, Scott was elected to three terms as a board member of the Estes Valley Recreation and Park District, serving as Board President for many years. His roles in Fire Service management and on a Special District Board gave him a comprehensive understanding of the roles of a board member: including budget development and implementation, strategic planning, capital planning, supervision, Special District tax laws, and C.R.S. Title 32, establishing how Special Districts operate in Colorado. 

Scott resides in the Estes Valley with his wife Dot. They have six children, who attended the Estes Park Schools. They also have nine grandchildren.

Ryan Leahy, Treasurer

Ryan Leahy has been part of the Estes Valley community for over 40 years and has served with the Estes Valley Fire Protection District since 2016. Elected to the Board in 2025, he is currently on leave from operational duties as a volunteer firefighter in order to serve the District in a governance capacity.

Ryan brings a strong background in emergency operations, public safety, and technical systems. He served five years aboard U.S. Navy vessels as a fabricator, plumber, and firefighter. Following his military service, he worked in the fuel industry, specializing in the design, sales, and maintenance of additive systems in explosive environments. For the past 27 years, he has also held professional licensure as a pyrotechnician, qualified to oversee and fire proximate, close-proximate, and large-scale fireworks displays.

As a board member, Ryan is focused on long-term planning, fiscal responsibility, and preserving the volunteer support model that has long been a strength of the district. He is committed to ensuring the district remains well-equipped, responsive, and accountable to the community it serves.

Jeff Robbins

Jeff has been a resident of the Estes Valley Community for 25 years. His background is in oil & gas construction management, and real estate investment. Jeff & his wife Becky have 2 grown sons, and 2 grandchildren spread out between Texas and Florida.

Jeff has been involved in building and renovating several properties here in the Estes Valley over the years. He served as an Estes Park Planning Commissioner for a relatively short term, having to resign due to moving into a new home located outside the town limits. Jeff saw the opportunity to serve on the EVFPD board as another impactful way to serve the community he loves. He is committed to our community, its health and welfare, and is especially proud to serve and support the EVFPD to be all it can be for this community we call home.

Sandra Smith, President

Sandi has owned a home in Estes Park for over 20 years and in 2022 finally fulfilled a longtime dream by becoming a full-time resident. She is parent to 11 young people who call her “mom,” and an attorney with over 35 years of experience handling a wide variety of matters involving civil litigation, family law, and land use, intellectual property, trade secret, and general business issues. Sandi graduated from UCLA with Departmental Highest Honors; attended graduate school in Political Science at UCLA and was a selected participant in CISA’s Simulated Arms Control Negotiations in Bonn, Germany; she also graduated with a Juris Doctor degree with honors from the University of Southern California. Professionally, Sandi served as Director of Litigation for Apple Computer, litigation attorney at O’Melveny & Myers in Los Angeles and Fenwick & West in Silicon Valley. She has also served as a board leader for multiple public and private organizations as Board Chair, Secretary, and Governance Committee Chair. Sandi has also led numerous board level strategic planning efforts to ensure transparency, accountability, and strong governance of all those entities. Sandi’s overarching priorities as a board member are to support the mission of the EVFPD, to ensure that the Board is a good steward of the resources it manages, to protect, defend, and assist the members, staff, and administration of the EVFPD, and to assist in the establishment of reasonable policies and goals that are effective, sustainable and engender public trust.
